Butte County Jail Expansion

The Butte County Jail Expansion project, located at 7 Gillick Way in Oroville, California, consisted of a 35,706-square-foot new construction addition delivered through a traditional design-bid-build lump sum contract. The facility was constructed using CMU walls with steel roof framing and included extensive site development, mass earthwork, and retaining wall construction prior to the building foundation work. Built for Butte County, the expansion was designed to address the county’s growing correctional needs by adding more than 130 new beds, a full medical and mental health treatment wing, expanded programming areas, education classrooms, and modernized operational spaces. Construction began in May 2023 and reached substantial completion in December 2025, with multiple winter seasons creating significant challenges throughout site development and early construction phases. With more than 16 years in development, the project underwent multiple redesigns due to earlier design and construction teams’ inability to meet AB 109 requirements within budget, before ultimately advancing in response to county‑level impacts of the legislation.
